Legal Question in Legal Ethics in Pennsylvania

Pic of dead mother

I recently found a picture of my dead mother in a medical book. She died 11 years ago after being hit by a car. Because she had no ID at the hospital she was a jane doe. Do we(myself & family) have any legal discourse? I live in FL. My mother lived & died in PA.

It depends on a lot more facts, but probably not.

some issues: why was she a jane doe? why didn't you know before now?
