Legal Question in Legal Ethics in Pennsylvania

I work for a church and I have no idea why, but a women who I helped through work with places to go for help and food, is using me as a personal reference after I have asked her not to. I cannot give her a positive reference. After helping her she has caused me much grief in my personal life and professionally. My questions is: If I am asked to give a reference, can I give an unfavorable, factual reference when contacted, without any legal ramafications? Because after they hear my experiences, she will definately not get what she's after!

The best answer you can give is "I prefer not to give a reference of any type". This protects you and sends a message that if you had anything positive to say, you would not hesitate to say it.
