Legally, the answer is usually yes. While municipalities do have some types of legal immunities, they're not immune to all types of suits. Universities are institutions like any others, which can sue or be sued.

The real questions are factual: cities and universities don't owe that many legal duties to people, so there are few circumstances in which they're liable for anyone's death.

Nonetheless, if you believe you have a case, you should seek legal representation. Keep in mind that some actions against governmental entities must be filed within six months of the date of the incident.
