In Pennsylvania, all medical malpractice actions require a "certificate of merit" filed that an appropriate expert/physician has reviewed the allegations and believes they may establish negligence.

That's just one of the many pitfalls to trap the unwary plaintiff. Like all legal actions, you are allowed to represent yourself, but you probably don't want to do so.
