Legal Question in Medical Malpractice in Pennsylvania

Over a year ago I found out (thru another dentist) that a piece of metal from a dental instrument was left in a tooth I had work on 15 � 20 years ago. The area has become infected. To date, I have not had anything done do to lack of finances. It will cost several thousand to have the work redone. Is it possible to sue the dental office at this point to have the work redone? What would my first step need to be to do so?

Also how can I get copies of my receipts from them? I recall when I asked for them at the time of the work being done, I always got a song and a dance as to why I didn�t need them. I even tried about three years ago. I got another song and dance.
