After auto account, with serious injuries, who gets sued first, the offending driver or their insurance company?

In PA you don't sue the ins co. Just the at fault driver. The ins co is obligated to pay any amounts the driver is obligated to pay.

You would sue the driver and anyone else who may be liable and then the insurer enters their appearance.
