Legal Question in Personal Injury in Pennsylvania

Car Accident

I was in a car accident on Jan. 15, 2006. My boyfriend at the time was driving his car and I was the passenger. I have been receiving continuous medical treatment since then. However, my pain is still persisting. I reached the medical limit through my car insurance in May or March of 2007. When I called and talked to the insurance company they told me that I had to file lawsuit within 2 years. I was wondering if there was anything else that I could do? Can I sue him on a personal level? The medical bills with just my co-pays are crazy. Also, the accident was considered a Hit and Run b/c my boyfriend had left the scene of the accident to take me to the hospital.
