Legal Question in Personal Injury in Pennsylvania

I was in a car accident 2 years ago. The driver was a student at my college and was speeding going 50 miles an hour in a 25 mile zone and lost control and flipped his car. The car rolled twice but luckily no one was injured. The police report shows that I had a concussion and an other girl in the back seat had a concussion as well. She went to the hospital but I did not because I was applying for active duty service in the military and did not want the injury to affect my medical qualifications. I later found out the girl in the back seat sued the boy who was driving and won.

I was not interested in suing him at the time because he was a friend and I did not think I was seriously hurt where I needed money from him. However, he did not learn his lesson and bought a motorcycle (notoriously known for speeding) and boasted how it would go very fast to all his friends. I do not think he learned his lesson.

The worst part is that 2 years later I am suffering from PTSD from the accident. I thought it would go away but every time I am in a vehicle with a person who is speeding or suddenly slams on the breaks I go into a panic. My friends can all attest to the fact that I get very scared and often times will grip their hands in the car or not even get into a vehicle with a person I don't know well to begin with.

I am not sure if this trauma he has caused is reason enough to sue him, but I am concerned that 2 years later the accident still affects me. I noticed that Pennsylvania state law gives 2 years from the date of the accident to file a suit so I would appreciate any advice on if my case is reasonable and a good one. Thank you!
