Legal Question in Personal Injury in Pennsylvania

My cars were struck in the parking lot of my apartment complex. Two boys stole a golf cart used by the apartment management and caused several thousand dollars damage to cars in the lot. Does the apartment management have any responsibility here?

If you can prove that management was negligent in its management of the golf cart (poor security), they should be liable.
