Legal Question in Personal Injury in Pennsylvania

ok do i have ground to sue walmart.I went shopping earlyer and put my cart away in one of the racks and walked to my car which was parked right next to the cart rack and when i walked past the cart rack i bumped it and it fell apart and i feel back on it and burised my tail bone and its all swallon up the cart rack was all rusted up and looked as if it was just sat togather wasnt even welded right i have pics didnt know if i could take this to the court or just call the manager and conplain

If you have pics, thats good. When did it happen? There may be video from the parking lot but have to act fast to preserve it. Where did this happen? Location?
