Legal Question in Personal Injury in Pennsylvania

i was hit in the rear of my car, after police questioned the driver of the truck that hit me and other driver of car truck hit , police gave me 2 tickets in the mail i mean summons sayingstopping,standingand parking outside business , failedto park,stand or stop vehicle off of roadway when able to do so , driver wasstoped half way on the shoulder of the interstate causing a crash sommons 2 careless driving ,operated a vehicle in careless disregard for the safty of persons and property driver notice and exchange report done by state police , this crash occurred as unit #1 was traveling partially in the right lane and partially on the right shoulder of the interstate at a slow rate of speed unit #2 approched unit from rear unit 3 was in left lane slightly behind unit 2 the front end of unit 2 hit unit 1 in the rear , unit 1 was pushed to shoulder .unit 2 crosed in to path of unit 3 unit 3 hit unit 2 in the side bouth unit 2 and 3 spun out and stoped in the center median . i ask how could unit 2 or 3 say i was partly in shoulder lane if unit 3 was behind unit 2 a 150 pickup truck see me unit 2 was blocking drevers view in unit 3 , now unit never applied brakes no skid marks he came so fast and he hit me he thought i was stoped , if he did see me why no put brakes on to avoid accedent ,if he could see i was partally in shoulder lane and was not doing a very high rate of speed , why did he hit me , CAN I CHALLANGE THE POLICE ON COURSE OF ACTION
