Legal Question in Personal Injury in Pennsylvania

Hypothetically speaking, if a little girl is riding her bike in the next yard over, and the dog in the other fenced in yard barks at the little girl, startling her and causing her to fall and break her arm, does the little girls family have the right to sue the dogs family?

You have the right to sue but a recovery, in my humble opinion, would be highly unlikely.
