Legal Question in Personal Injury in Pennsylvania

Killed by a car

My mother was hit by a car in 1996 .It also took 2 hours for ambulance. My siblings and I had the believe that my father ( they were separated ) Had a lawyer and was handling the law suite. We had found out how ever that he didnt because he says they were knoe grounds for it. I believe there was I lost my mother. I know the statues of limitations has worn out. I am desparetly trying to find if there is any way around it .
