Legal Question in Personal Injury in Pennsylvania

A lady hit my parked car in the parking lot of my job and left. We have her on tape and her name but the officer said my insurance should be paying for the damage and he's not charging her with anything. I don't have coverage for this on my insurance and my insurance ran her vehicle and no insurance came up for it. The police aren't doing anything about it, what should I do? Thank you

I would suggested going to the district attorney's office and filing a complaint with them.
