What legal action can my brother take after being mugged and beaten?

My brother was mugged and beat up 2 bocks from his house. He had gone to the hospital. He has seavior bruises all over his head,face, and ribs. They stole his wallet, watch, and ring. Is the city responsible?

The city is not responsible for the injuries. To find liability there must be a special relationship between the police and your brother, example he was in police custody. He may however be entitled to payment of medical bills from the victim's crime board. If he filed a complaint the DA should give him the form. If he did not recieve it, call me or email me and I will forward the form.
