in Pennsylvania is there a time limit on how long you have to take someone to court who has done damage to your car and refuses to pay for it

You have to file the court action within 2 years from the date of the accident. It's a strict deadline. The actual court hearing can be later. For example, you file the action with the court exactly 2 years after the accident, but the court hearing is 2 months later. Your claim is still valid. Good luck.
