Legal Question in Personal Injury in Pennsylvania
If a person suffers an injury do they typically pay their own medical bills or does the defendant? Does it matter if the person was under the influence of alcohol?

It depends on the injury and how it happened (motor vehicle, premises liability). Typically the at-fault party pays medical bills, unless it's a motor vehicle, in which case the rules are a little different. It matters a lot if the person was under the influence. I agree with the previous post. If you have been injured by someone who was under the influence, or for that matter, injured due to someone else's fault. You should contact an attorney.
Please feel free to give my office a call if you would like to discuss this further. The initial consultation is free.
