Could sending this letter constitute harassment?

I wish to send a letter to a person whose thoughtless and mercenary action led to the death of a dear friend of mine. I do not intend to make threats or use foul language; I merely want to let this person know how their action has impacted my life, and impress upon them the need to change their heart and their ways. Is there any danger that mailing a single letter might be construed as harassment/IED/something else I haven't thought of? Specifically, could I be arrested and/or jailed for this? I appreciate any advice anyone can give me.

A letter of the nature that you are speaking should not constitute harassment. If you are merely expressing your feelings about the events and/or conduct, without vulgarity or threats then the letter should be construed as nothing more.

If you are aware that the intended recipient of the letter has received like letters regarding the same tragic event, it would be better to refrain from sending the correspondence.
