She should not just file in small claims. This is a bigger case--a Court of Common Pleas case--for sure. Small claims limits are too low. Plus, the medical bills alone are not the measure of damages. Also, be sure that you have taken photographs and keep copies of all communications you have with the owner of the dog and the owner of the property where she was bitten. There is likely liability against the house owner, the dog owner, and a number of other theories of liability.

I handle dog bite cases. In addition to repayment of her medical expenses, she may also recover for her pain and suffering, especially to have to undergo a surgery. I would need more information as to the circumstances surrounding the bite incident. An attorney contacting the owner may get their attention.

If your daughter is going to handle this w/o a lawyer, she has to sue the owner of the dog and maybe the homeowner, depending on the facts. The location of the house and/or the location of the residence of the dog owner will dictate which small claims court to file in. Beware, the case is probably worth more than the upper limit that your daughter can get in small claims court--this is probably not a "small claim". She ought to find an experienced personal injury atty to handle the case. Somebody local may be easier (and most likely just as good).
