IS THE TERM "STATUTE OF LIMITATION" to bring a lawsuit against another person for injuries, etc. there to enable the person injured the time to bring a lawsuit or for an attorney to decide when he will start acting on your behalf to work on your case?

Neither. Statutes of limitations were enacted to force people to file their lawsuit "promptly" b/c the longer you wait, the more difficult it is to get the evidence you'll need to prove your case--the evidence becomes "stale".
