In PA, if child under 18, time limit to file a formal law suit with the court in an injury case is when the child turns 20: 2 years from 18th birthday.

The answers are correct that you have until the child is age 20 to file a lawsuit. However, I would recommend not waiting. If the child has been injured, the owner should be placed on notice of a possible claim. An investigation should be made as to whether the dog has a history of biting people or other animals.
