Adverse Possession

Can a citizen win an Adverse possession against a municipality? The old latin adage of protecting the Kings property during war should be lain to rest.

This parcel of land 50x 310 has been idle since 11/27/1922. It has never been used, opened, or ordained since 1922. It borders my land and my family has been taking care of it for 23 yrs. cutting the grass, cleaning up after the trees.

There are two other sections of this ''paper Street'' one section the neighbor paved at his own expence for continued use as his driveway (50+ yrs) The other section has two runners made of hand laid bricks and they only run 75' to an elderly lady's home.

So I put it to you.. Can I win? Has any citizen ever won? Are there any cases that can be cited?
