Can someone who has claimed some of your property by adverse possession make changes to that property such as paving it?

How long has this been going on? If the property is yours, why on earth haven't you done something about this ongoing tresspass?
If someone exercises dominion and control, and treats a property as their own for 20 years, they WILL be able to get title to it.
IF the property is yours, I suggest you act now to get back control of your property. File a complaint for tresspass, or in civil court for an injunction and payment for damages.
At the very least, you should have a lease for the property and be getting money from this party each month! Or if the party needs the land, you might want to sell it to them.
