The three day rule applies to contracts made away from the sellers office, like encyclopedia salesmen. It does not have any application to apartment leases.

First, have you mentioned the problem to your landlord? Is it something he can fix? If not then you need to look at the landlord tenant law. Not just the statute but the case law too.
