bill for water repair services prior to purchase of property

I recently received a repair bill from the water department for services dating back to 2001. I purchased the property in 2005 and with it, owner's title insurance. Will the title insurance cover this bill? I am still waiting to hear back from them. Also, does the water department have a right to file a lien for services over 5 years ago to another person? Please advise on how to proceed. Thank you.

water company provides services to a property not a person. I would have to research how long they have to lien the property.

Also it is good that you have title insurance. Would need to review the documents to see what coverage you have.
