Legal Question in Real Estate Law in Pennsylvania

I bought a house from a private seller and now pay a mortgage to him but a few months ago there was a fire and I just got the insurance check to repair the house but the check is in both off or names and the seller does not want sign the check to repair the house he wants to take what I owe on the house and leave me with a damaged house can he do that
