Legal Question in Real Estate Law in Pennsylvania

I bought a house about 9 years ago and I had periodic sewage backup problems on occasion. Well I decided to have the problem looked at closer by digging up by my house. Turns out the house trap and sewer line were installed incorrectly by former owner. Best option for me now is to run a new sewer line so they don't dig up my driveway. This will cost about $11,000 to fix. Do I have a case against former owner or inspections company for not catching this problem and helping me recoup these costs?
