Legal Question in Real Estate Law in Pennsylvania
I bought a property with my ex-partner. We are both on the title, but the mortgage is in my name ONLY. What options do I have to get her off the deed? I prefer not to refinance.

Have her voluntarily quitclaim the property over to you. My guess is that she will not do that since she is an ex-partner. In such case, the only way to induce her to change her mind would be to throw some money in her direction. If her name is on the deed, she is entitled to 1/2 the equity value in the property (equity = fair market value - the amount owed on mortgage). Why would you have to refinance if just your name is on the mortgage? You don't unless you need to cash out some equity to buy out the share of the ex-partner.
