Legal Question in Real Estate Law in Pennsylvania

Please, how can I buy this house?

House for sale for $400,000 for over 18months. Owner, who does not speak english and is wealthy, abandon it and left the country. His only tie is an accountant in another state who's difficult to get a hold of. I could probably buy the house for $125,000, it is unique and has not been really marketed. The neighborhood developer will soon start to try and put liens on it because the grounds have not been taken care of and it's an eyesore. The utility companies shut off services and 2 years real estate taxes have not been paid. I'm certain there is no mortgage and how can I make an offer? The owner has abandon it and is in another country. The accountant is extremely difficult to contact. The agent has given up. How can I buy it? It would be great for my family. Thanks

It sounds very promising, but if it is listed for 400k, then why would anybody take 125K? Are the taxes being paid? If not, it may be going up for tax sale at some point. Sounds like a great deal, but I recommend that you proceed cautiously whenever you are spending $100,000+. First you can learn when the house will be sold at a tax sale and be the successful bidder at that sale.
