Legal Question in Real Estate Law in Pennsylvania

I am considering buying a house in Puerto Rico. However, there is a current tenant that is not paying rent. If I buy the house, does the law require tenant to vacate premises upon new ownership or is the new owner required to follow eviction process?

No, if you're getting a loan the bank will be free from encumbrances like squatters. I wouldn't consider such a property. It's looking for trouble.
