i'm buying a house..Do I need an attorney to purchase title insurance ?

You don't need an attorney to do that but... You're about to enter into a number of contracts for the largest purchase you're likely to make in your life and you want to do that with out some one who knows what to look out for. That doesn't sound wise to me. As a line item on the budget paying for an attorney now seems expensive. However, it's better and cheaper to prevent legal problems than fix them later if they can even be fixed later.
