Can I change my mind on a Rental after payment before Leasing?
I looked and applied for an apartment for rental after giving the landlord my security deposit and rent for the first month due to lack of availability and security reason I decided not to take the apartment I had not signed a Lease yet and asked for my money back the lardlord returned the one month rent but is keeping the security until he finds a new tenant if this exceeds the month I should have moved in he will be keeping my money. Can he do this I did not sign any this agreeing to this agreement. What rights do I have to get ALL my money back? What should I do next legally who do I contact here is Delaware County, Upper Darby.

It seems to me that the landlord is overeaching and has no right to keep your deposit. However, the entire facts must be reviewed in more detail. I suggest you contact the Delaware County Consumer Protection Bureau or file a complaint with the Attorney General's office. A letter from an attorney may be helpful. I suggest you seek counsel.
