Upon the death of a person, can their medical and credit debt have a lien put against their property, if the property is owned by two people who are not related?

Yes, the ultimate protection to the property would be if the parties own the property with the entireties privilege. That is if they were married. If that's not the case they can come after the property. Though it's not as easy as it would be if the property was only owned by the person who died. Expect to be threatened. Find a good local attorney who can defend your interests.
