Dispute over sale of home

My boyfriend and I bought a home together which we intended to fix and resell. We have currently broken up and he is now refusing to sell the home. We both live in the home. The agreement was that he fix the home and I finance the repairs. He claims that the home is not finished. Can I get an arbitrator to review the situation, value of home and when to put it on the market?
