Legal Question in Real Estate Law in Pennsylvania

I am divorced and my mortgage holder said that the only way to get my husband off the loan is to refinance. He is off the deed to the house.

Is this a law or a bank rule?

The fact that your husband does not have his name on the deed is irrelevant to his obligation to the mortgage company. If he wants to remove his obligation you would have to refinance as it is unlikely that the mortgage company would agree to remove his name from the mortgage.
