Legal Question in Real Estate Law in Pennsylvania

My next door neigbor has 2 vehicles which have been parked in thier driveway for over 12 years. One vehicle is an old pick up truck 95% rust on it and a oil pan underneath the gas tank area which leads me to beleive it is leaking gas and/or oil. No license plate on it and inspection sticker reads 09 - 99 last inspected. 2nd vehicle is a mustang. hasnt been moved in approx. 5 years. registration sticker is expired and inspection sticker reads 07-07. the vehicles are approx. 5 to 6 feet from my property/house and feel they depreachiate the value and appearance of my house. Is there anything we can do legally to have those vehicles removed?

I'd call the town hall and ask to speak to zoning person.
