Right to have electricity on property

Do I have a legal right to have electricity to my property? The land is on a township road. The township says they will not put poles to allow me to have power. Approx 500 yards away my property is a new home that got power through a deed arrangement from another party (not the township). The arrangement was these people could get power but not give it to anyone else. How should I proceed and are there specific types of attorneys that can help me? If so please identify their areas of practice that I should investigate.

There is no right to electricity unless you are within an area the utility has agreed to serve. That agreement is known as the tariff. You should check the tariff to see if the electric company is obligated to serve you. Otherwise, you will have to install your own line from the nearest point of service, which sounds like your neighbor's house. You should be able to get help from the PA Public Utility Commission in Harrisburg, or from a utility lawyer.
