does a realtor have a certain amount of time before he has to escheat money that is sitting in his escrow acount over to the state?

Why would that happen? It would escheat to state only if realtor didn't know who to pay it to, not because there was a dispute about who to pay it to. If a dispute has arisen regarding who the realtor should pay the deposit to either the realtor or the parties should institute an action in dj court if under 8,000 or in court of common pleas if over that amount.
