Property A has tree. Due to Ice Storm, branch breaks off onto property B. Who is resposable for fallen branch?

You asked who is responsible for a fallen branch.

The person with a chainsaw. Are you seriously asking this question about a fallen branch?

If the branch was a poor or precarious condition prior and did damage when it failed due to a forseeable circumstance then the neighbor on whose property the body of the tree resided may be responsible for the damage. If the branch overhung the property then the owner of the property was able to prevent any potential injury by maintaining the portion of the tree that overhung his property (so long as he did not damage the health of the tree.)

If you're just asking about who has to clean up a branch and detritus that fell on your property then turn off the computer, get out your gloves and get to work.
