Fight with neighbor over road

A abandon road (by township)between two pieces of our property is used by our neighbor as a circular drive. We would like to close this road to him because he uses it for his friends to bring in their construction trash. He also goes very fast and with two small children it is dangerous. Can we close the road since we own both sides and the township says it is abandon? We have lived here 23 yrs. He has lived here 6yrs. He has gotten worse over the years. We can't take it anymore. He just brought in loads of broken up macadam and spread it on the road so it isn't muddy for him to drive on (big ruts were caused by him or his buddies trucks). We ask him not to spread it, we didn't want the macadam there because of the kids bikes. It also raise the level of the ground and now the water will lay on our property. He said it is an abandon road by the township he can do what he wants. Is there any way we can claim the road as our own and incorporate into our property and pay taxes on it?.
