Legal Question in Real Estate Law in Pennsylvania

I have recently begun investing in real estate. I am looking into properties that are listed for Sheriff's sale by a certain county. I want to buy these properties directly from the owners before they are sold by the sheriff. I wholesale or flip properties so this method would be more beneficial to me. I want to know if this is legal. FYI, the county in Pennsylvania that I'm refering to is Montgomery County.

What you propose is legal. However, it is dangerous unless you throughly investigate the status of title and accurately determine the liens against the property.
