My fridge is not working. I placed by the front of the house. Can HOA forced the removal of the fridge

What do the declarations say about this? Read the declarations. If the item will be removed soon (like you are expecting a new fridge and the old one will be hauled away), it may not be an issue, but your neighbors don't want to find themselves suddenly living in a junkyard.

Why do you have to put it in front of the house?

If you are not planning on having this hauled away anytime soon, then you are going to find yourself in hot water sooner rather than later. The whole point of an HOA/gated community is to provide a basic standard of appearance for your neighbors and you. It keeps everyone's property values relatively stable. Nobody wants to live next to a junkyard or a pepto-bismal pink house (or some other suitably garish color). Same for appliances - the fridge out front makes the whole neighborhood take on the appearance of a trash dump.

Go get a new fridge and have the old one hauled away.
