the home we live in was willed to my mother who lives in the home also, prior to my mother being willed the home a lien was placed on the property to pay for care for my grandmother who has passed away. two questions can we get insurance for our belongings and how do we about the lien if we do will it be expected to be repaid right away or can we take out a mortgage to pay off the lien?

Your grandmother's estate must be probated and administered, including transferring title to your mother. If your grandmothers estate was the song, having no liquid assets to pay the lien and other dance and taxes due on the estate, As part of the estate administration the personal representative/administrator should contact the Pennsylvania department that place the lien on the property and request a hardship waiver of the lien for so long as your family, especially your mother lives in the home. Your mother may also be able to work out a payment plan, if she is able to make payments on account of the Lien.
And she should also contact insurance brokers to see about getting insurance as the equitable owner of the property. Equitable owner means that you have all of the legal rights to ownership except the transfer of title. Once the estate is administered and taxes paid on the estate, the title can be changed to your mother and then there will be no question about her right to insure the property.
