Home owners Association
The builders of our development have not turned over the homeowners association to the residents in over 10 years. We have pressured them for over a year to turn it over and they're dragging their feet. They do nothing as far as compliance with our by-laws. What is our recourse?

You need to take your association documents for a lawyer to review to make sure all the conditions have beem met... then the lawyer can file an action to get the Court to Order the transfer of control.
It will cost some money, but I think it will present a more united front if you hire someone.
