homeowner responsibility
In the case where a property owner's ivy is growing up the next door neighbors masonry house, whose responsibility is it to prune or remove the ivy,the house owner or the ivy owner?

The ivy owner?
Its your house, you may get rid of the ivy. Only you must do so in a manner that does not kill the plant if the bulk of that plant is not on your property.
