Legal Question in Real Estate Law in Pennsylvania
If a house was purchased with a transferable warrenty on basement waterproffing, and was disclosed as having a dry basement, who would be responsable when i found there was substantial water after the first rainstorm in my new house.
i called the waterproofing company who did the work and his reply was he didn't know what to do, and it is clear to me the seller lied about it being a dry basement.

Did the seller lie or rely that the firm that did the waterproofing did their job and the problem had been fixed.
I would look closely as to what the warranty says will be done in the event of the basement flooding. If the warranty covers that then go after the waterproofer.
If you go after the previous owner they will use the warranty as a defense.
