Legal Question in Real Estate Law in Pennsylvania

I have a house that was sold in 2006. The attorney who closed the sale and did the title work held back funds claiming he was not sure if a bill from the water bureau was relevant at the time of closing or not. I trusted him since he had closed a few other deals for me in the past. After almost every deal I received a letter explaining a mis-calculation of some sort and the fact that I would have to pay something more. I was under the impression that when a closing occurred, payments were finalized at that time. Needless to say, 4 years later he still has these funds and does not respond to my phone calls, now does he give any proof of claims made for these funds by a third party. I was told he would keep the funds in the event the new owners got a bill from the water bureau that included funds prior to closing. It has been 4 years and the owner has not made a claim. I was told the water bureau has 20 years to collect funds. Am I to expect to wait 20 years to get these funds back, without interest? I am at a loss. Can this attorney still hold onto this money? He represented me in this case and is not working on my behalf at all. Please help.
