there is a house across the street from my house and it has been abandoned for seven or more years. someone comes to cut the grass at the house twice a year. the house need improvements on it. if i were to move in to the house make the improvments myself would i be covered under the squatters rights?

If someone is coming regularly to cut the grass, although the house may be vacant, it is not abandoned. If you moved in and made improvements, you would be trespassing and you would not be able to recover what you spent for improvements.
"Squatter's rights" is not a legal occupancy, and does not give you rights.
