Can a landlord charge a tenant a 75$ move out inspection fee?

A Pennsylvania landlord cannot charge a tenant any type of "move out inspection fee". A landlord does a "move out" inspection to see if the tenant did any damage to the property and if any damage was done (other than the permissible 'ordinary wear and tear'), the landlord must notify the tenant in writing within 30 days what damage was done and how much of the security deposit he is retaining to repair the damage. The balance of the security deposit, if any, must be returned to the tenant.
