can a landlord rent out an apartment with an expired license?

Yes, the landlord only needs an active license to evict the tenant in Philadelphia. Of course, a tenant has the right to ask the landlord to produce an active license or the tenant can move-out without penalty. However, the expired license does not permit the tenant to occupy the premises without paying rent.
